Admin login

OIDC is not configured. Local development uses the server-side ADMIN_DEV_TOKEN via the admin proxy (never baked into the browser bundle).

Set OIDC_ISSUER, OIDC_CLIENT_ID, and OIDC_CLIENT_SECRET to enable SSO. Production requires OIDC.
